一、项目背景
Part 1 Background
益阳——“国际正义人士”何凤山先生的故乡，何凤山先生在1938年至1940年担任原国民政府驻奥地利维也纳总领事期间，面对德国法西斯的种族灭绝政策，勇敢的向数千犹太人发放了通往上海的“生命签证”，被尊称为“中国的辛德勒”，2000年11月，以色列政府授予何凤山先生“国际正义人士”称号。
Yiyang is the hometown of “International Justice People” Mr. Feng-Shan Ho. From 1938 to 1940, Mr. Feng-Shan Ho served as Consul General of the former national government in Vienna, Austria. During this period, facing the genocidal policies of German fascists, he issued the "life visa" to Shanghai for thousands of Jews, and was called "Schindler of China". On November of 2000, The Israeli government awarded Mr. Feng-Shan Ho the title of "International Justice People"
以此为纽带，益阳市与以色列相关部门、地方政府、民间机构在文化、科技、教育、医疗及经贸等方面开展了广泛的交流合作，并与以色列佩塔·蒂科瓦市结成友好城市，为益阳建设中以科技创新孵化园奠定了基础。
As a link, Yiyang has carried out a wide range of exchanges and cooperation with relevant Israeli departments, local governments and non-governmental organizations in the fields of culture, science and technology, education, medical and trade, and has established a friendly relationship as sister cities with Petah Tiqwa Israel, which laid the foundation for the construction of Sino-Israel Science and Technology Innovation Incubation Park.
二、规划建设
Part 2 Planning and Construction
通过与以色列政府方、科技界、企业界多年交流探讨，为搭建双方科技与产业合作承接平台，益阳市在益阳国家高新技术产业开发区规划建设了“中以科技创新孵化园”，主要包括：
Through several discussions with the Israeli government, Israeli scientific and technological circles and enterprises over the years, to build a technology and industry cooperation platform for both sides, Yiyang has planned and built the Sino-Israel Science and Technology Innovation Incubation Park in Yiyang National Hi-tech Industrial Development zone, the main constructions are as follows:
1、中心孵化大楼2万平方米，主要用于前端孵化、培训、办公、展示等。
1. Incubation building: total construction area is 20000 m2, which is mainly used for front-end incubation, training, office and exhibition and so on.
2、加速孵化标准厂房共4栋，每栋均为4层，总面积12万平方米。
2. Incubation workshop: There are 4 sets of 4-storey standardized workshop with the total construction of 120000 m2.
3、公寓，包括3栋5层专家公寓，4栋28层员工公寓。
3. Apartment: There are 3 sets of 5-storey expert’s apartment and 4 sets of 28-storey staff apartment in the park.
园区还建设了2个健身休闲小公园，配套了超市、银行、影视吧、咖啡吧、网吧、茶餐厅、美容美发中心等服务设施。
The park has also built 2 small recreational parks, fitted with supermarket, banks, film and television bar, coffee bar, Internet cafes, tea restaurants, beauty salons and other service facilities.
三、发展目标
Part 3 Developing Target
园区按照“海外研发孵化，国内加速转化”的思路，重点引进以色列云计算、生物医药、医疗机械、智能制造、节能环保、现代农业等高新技术研发孵化成果，融入国内和本地相关产业，实现加速转化和产业化。
Under the concept of "overseas R & D incubation, domestic accelerated transformation", the park will focus on the introduction of Israel cloud computing, bio medicine, medical machinery, intelligent manufacturing, energy conservation and environmental protection, modern agriculture and other high-tech research and development incubation results, and integrate the domestic and local related industries to achieve the accelerated transformation and industrialization.
力争5年内成功孵化30个以上高新技术产业项目，将园区建设成为中以科技经济领域合作的典范。
Strive to successfully incubate more than 30 high-tech industrial projects within 5 years, become a model of Sino-Israel cooperation in the field of science and technology and economy.
四、政策支持
Part 4 Supporting Policies
1、对孵化及办公、住宿用房等减免租金，可“拎包入驻”。
1. Incubation building, office building and dormitory are fully furnished with a favorable rental charge.
2、对研发、孵化及生产所需仪器、设备等视情况给予购置补贴。
2. Subsidies will be granted as appropriate for purchase of instrument and equipments requested for R&D, incubation and production.
3、对在国内申报高新技术企业及产品，给予一定数额奖励。
3. In the domestic declaration of high-tech enterprise and product, a certain amount of reward will be granted.
4、对科技创新人才、企业高管本人及家属，在住房、就医、子女就学等方面给予补贴。
4. For scientific and technological innovation talents, business executives and their families, subsidies will be granted in housing, medical care, and children education.
5、设立高新技术成果产业化引导基金，对入园科技创新企业给予扶持。

五、园区服务

1、政府在园区设立政务服务中心，做到“园区事务在园区办结”。
1. The Government will set up the administrative services center in the park, park affairs are completed in the park.
2、引进具有国际合作园区管理经验的专业团队，负责园区专业化运营。
2. Introduce a professional team with international cooperation park management experience, and be responsible for the operation of the park.
3、引进各类专业中介服务机构，对孵化企业提供全过程服务。

2、益阳市中心医院简介
益阳市中心医院前身为挪威传教士倪尔生医师于1906年创办的“信义医院”，至今已有110年的建院历史，是一所集医疗、教学、科研、预防保健为一体的综合性三级甲等医院。医院占地10.6万平方米，建筑面积12.5万平方米，编制床位1200张，拥有省级重点学科8个，市级重点学科4个，为全国第一批获得国家卫计委器官移植准入资质机构。医院拥有飞利浦3.0T核磁共振，医科达直线加速器，GE超高端CT、ECT和模拟定位机，日立全自动生化流水线，飞利浦大型数字平板C臂机等先进设备。
医院已和以色列施耐德儿童医学中心签订合作协议，建设东部新区分院，目前建设工作正在稳步推进。
Yiyang Central Hospital
Yiyang Central Hospital, formerly known as the “Lutheran hospital” set up by Doctor Nelson, a Norway missionary in 1906, it is a top-class comprehensive hospital engaged in medical treatment, medical research and medical education. Covering an area of 100600 sq.m and construction area of 125000 sq.m as well as 1200 beds, there are 8 provincial-level key subjects, 4 city-level key subjects, and is the first batch of Organ transplant qualification institution in China. The hospital has PHILPS 3.0T NMR, Elekta linear accelerator, GE ultra high-end CT, ECT and simulation localization machine, Hitachi automatic biochemical line, PHILPS large digital flat C arm machine and other advanced equipment.
The hospital has signed a cooperation agreement with the Israel Schneider children's medical center to build a new branch in Eastern New District, and the construction work is steadily advancing.
3、太阳鸟游艇股份有限公司
